"For the purpose of promoting public health, safety and morals and general welfare; to secure the most appropriate use of land; and to facilitate adequate but economical provision of public improvements; the Board of Trustees of this Township finds it necessary and advisable to regulate the location, height, bulk, number of stories and size of buildings and other structures, percentages of lot areas which may be occupied, building set-back lines, sizes of yards, courts, and other open spaces, the density of population, the uses of buildings and other structures including the use of land for trade, industry, residence, recreation or other purposes and for such purposes divides the unincorporated area of the Township into districts and/or zones."

Liverpool Township has been zoned since 1950, with the present zoning resolution being totally revamped and adopted in 1983 and amended as needed since then.
Zoning regulations govern how land can be used in the community. The concept was originally developed to separate land uses that might conflict with one another. Factories are distanced from residential developments, and day care centers are screened from gravel pits, etc.
Zoning ordinances should reflect the changing needs of the community. The amendment or repeal of such regulations should only come after thorough and well-publicized review. Because of its vulnerability to politics and because of the advent of new and legally untested zoning techniques, zoning alone does not always provide an effective long-term solution to managing change. However, when combined with other land preservation techniques, it can serve as a potent tool for communities that are struggling to control their future.
The Zoning Inspector is appointed by the Trustees for the purpose of day to day administration and enforcing the provisions of the Zoning Resolution. The Zoning Inspector also serves as the liaison between the residents, the Trustees, the Zoning Commission, the Board of Zoning Appeals and County agencies. The Zoning Inspector is also required to check all complaints concerning the violation of any zoning regulation and pursue the correction of violations. All proposed construction projects, new businesses, signs and zoning changes are reviewed for compliance with the Zoning Resolution to determine if permits can be issued.

Lot Splits
Minor Subdivisions (Lot Splits) require approval by the Liverpool Township Zoning Inspector and also the Medina County Department of Planning Services. There is an application process and fee from both agencies.
You can print and complete the form below and bring it to the zoning office with the fee, a copy of the Mylar (plat map), and a copy of the legal description which will be kept on file in the township. The original Mylar will be signed by the Zoning Inspector and then can be filed with the Medina County Recorder after approval by Medina County Planning Services. The Township fee for Minor Lot Splits is $25.00 per new lot created.
Application For New Dwellings In Liverpool Township
No application for a zoning certificate for a new dwelling will be accepted without all the required documentation, a completed application, and the appropriate fee for the application.
The application will be reviewed and processed by the zoning inspector and the applicant contacted when the zoning certificate has been issued and is ready for pickup at the zoning office. The review and issuing process takes 3-5 days assuming there are no other problems.
Liverpool Township Zoning Resolution Section 804(D)
Time for Issuance - The Zoning Inspector shall issue a zoning certificate within thirty (30) days after the receipt of application if the application complies with the requirements of this Resolution and the application is accompanied by the proper fee. However, if such application is for a conditional zoning certificate or a use requiring a site plan review, issuance will be determined by the requirements of Article VI or Section 216, respectively.

From The Medina County Building Department
As of May 27th, 2006 the state of Ohio began enforcement of a uniform residential building code called the 2006 Residential Code of Ohio. Pursuant to this code all accessory structures that do not exceed 200 square feet are exempt from building permits. (They still require Liverpool Township Zoning Certificates). This applies to residential use only and accessory buildings only - not decks or gazebos which still require zoning and building certificates.

Requirements For New Home Construction
Before applying for a Township Zoning Certificate, the following information shall be presented to the Zoning Office. Once the zoning certificate has been issued, a county building permit can be applied for at the Medina County Building Department located at 791 West Smith Road, Medina, Ohio 44256 (330.722.9223). Board of Zoning Appeals:
The
meetings of the Board of Zoning Appeals are conducted on the 2nd Monday of every
month in the Town Hall at 7PM. Every Public hearing is advertised in the legal
notice section of the newspaper 10 days before the hearing date as defined by
law and notices are sent to adjoining property owners.
The Board of Zoning Appeals is made up of 5 members who are appointed by the Township Trustees for a term of 5 years. Alternate members of the Board are appointed for a term of 1 year. The Board of Appeals is charged with being the Judicial part of Zoning as they hear all applications for variances, appeals, and conditional zoning certificates applied for within Liverpool Township.

Zoning Commission:
Zoning Commission meetings are held the 1st Thursday of every month in the Township Hall at 7:30PM. The Zoning Commission conducts site plan reviews for all of the Industrial, Manufacturing, and Commercial sites, flood plain reviews for dwellings, and is responsible for making recommendations for amendments and supplements to the Zoning Resolution of the Township to the Township Board of Trustees. There are three ways in which amendments or supplements to the Zoning Resolution may be initiated:
A resolution passed by the Board of Trustees
The filing of an application by one or more individual land owners
The Zoning Commission is made up of 5 members who are appointed by the Township Trustees for a term of 5 years, and 2 alternates who are appointed for a term of 1 year.
